Doesn't it have to warm up and do a parameter check in closed loop to see the missing sensors?
You are absolutely correct that each code must meet certain parameters to set, and that may have been the case for the sensors in question here. Certain codes and sensors do require closed loop operation before those are satisfied.
Some only require cranking to set, otherwise the on board diagnostics in the ECM would be of no use for no start conditions or problems that prevent closed loop operation.
As an example disconnect your ignition module, crank the engine then check for codes.
