need help with vats please!

Default need help with vats please!

On my 91, the VATS system is crazy. first the key for the car does NOT have the chip in it. also after you cut the switch off the radio, windows everything elecrtic works for 15min.
90% of the time the car starts up fine, but sometimes the car will not start until the 15mins runs up. the security will stay on and nothing i do will make the car start until the 15min runs out.
what can I do to fix this so it never happens again? its driving me crazy! or should I say stranded me crazy!

If your key has no chip, the VATS has probably been bypassed. If the bypass has marginal resistance or loose connection, it will trigger the VATS and cause a delay before crank/start enable. The radio/window delay is normal (due to the DAB=Delay Accessory Buss) and likely has nothing to do with VATS. Do the radio/window stop working as soon as a door is opened? They should stop with the door open.
VATS bypass is typically installed in a (?two wire?) connector at the lower end of the steering column - inside the firewall, above the driver's feet. Check there for some 'creative' wiring, looking especially for poor/loose connections.
