I used a pair of pliers to grab the plastic **** piece and loosen.It was too tight to turn by hand.
May need to try different size pliers or lengths because sometimes there wont be room to use it down there.

Jon made a good point...hmm maybe spray some penetrating oil in there and let it soak a few.
I got lucky..I felt/heard a CRACK when it came loose but it didnt break in there.Was some corrosion in there I guess.
