I think what you are thinking of are post-cat O2's, specifically on OBD-II cars. These sensors don't provide any fueling feedback, they simply check on cat converter efficiency. People used to replace these with O2 simulators that always said the cat was fine.
If your state does a scan-test on OBD-II cars, this can fake out the emissions test. If they run the car and monitor the exhaust, O2 sims don't help with anything (other than keeping your "check engine" light off).
I can't imagine anyone wanting to use O2 sims on the pre-cat O2s that actually provide fueling feedback.
The company that made post-cat O2 sims I believe is not allowed to sell them anymore. The EPA/gov't cracked down on this bigtime about 6 months back or so?
