Where can I find the horn relay? The manual says center instrument panel. Appreciate any constructive assistance.

The manual is right. Above the A/C Controll Head and the Radio is the Driver Information Center (DIC). This panel has lights for Door Ajar, Fasten Seat Belts, Security, Brake and things like that. Behind that panel is this:

Ray is correct.
Remove the DIC, and the relay, as well as the fuse for the horn/alarm system are behind it.

Are you sure the horn relay is bad? If you can hear it clicking, it's usually good. I thought my horn relay was bad, ended up being both horns

If it's not the relay there is also a spring and contact under the horn button that can be the source of your problems.
Here's a link to help you start.

Thanks for the info. I found the fuse was blown after I replaced the relay. The horn sounds like a sissy but at lease I have a horn now.
