I take it you mean the idle air control valve? If it fails and is in the fully extended position it would require you to step on the throttle a bit to keep it running, but shouldn't prevent it from starting.

a bad IAC usually results in a crappy idle (surging, cuttin out, etc.) yours could be a bad MAF(would set a code) or leaky injector. what exactly is it doing? is it hard to start cold or hot, or both?

Idle air sensor-you may be referring to the intake air temp sensor on the bottom of the upper plenum. A faulty sensor or connector will generally tell the engine the intake air temp is -40 degrees C. It usually won't keep the car from starting, but it would make it run crummy. -Matt-
