Either the scanner or the TPS is bad.With just the ignition on open the throttle fully and see if you get 4+V.You should be throwing a code 21 or 22 if the TPS is bad.Or try another voltmeter.

What year model car? I'd guess by your name its an 88, which has an adjustable tps.
Do what staugur said and move the pedal down slowly. Watch the tps voltage as you go. If the tps is good, the voltage should steadily increase as you push the accelerator.
