I am looking to either buy or fabricate a trailer hitch for my '90. It will not be towing anything heavy just a utility trailer to haul race tires to and from an autocross. I have the spare tire tub removed. If I have to make one what do I bolt/weld to?

Basically the hitch follows the frame rails in the rear, has a cross brace parallel to the bumper and a receiver attached to it.
I have an old hitch I got from a guy that took it off his car. It works great, just finished an event at VIR (360+ miles each way) with one of the Harbor Freight trailers. I had a toolbox and 4 wheels(with tires) and it towed great.
