surging stalling problematic

new cam surging stalling problematic
I installed a new cam, (crane 104224- lift 0.452-270/0.465-276, intake / exhaust with a set of summit 1.5-1 roller rockers. new plugs NGK ur4, new wires, new cap and rotor. timing is ~34 total
It runs, it seems to be a little lazy out of the whole. under full throttle it pulls pretty well. Under light throttle and idle it surges. It will even stall every once in a while. I can't find any vacuum leaks and it doesn't seem to be missing. Any advice?

I installed a new pressure regulator last night. I added about 5 psi to the rail, and it helped a little. It still surges under light throttle, but its way better at idle. Someone has to have an idea.
