Is there a handheld device such as the hypertech power... that will allow me to pull codes and change settings such as gear ratios etc?

I've got a 96 LT4 with 4.11 gears and need to adjust the speedometer. I also have to 160 deg thermo and would like to turn on the aux sooner. From time to time I get a SES and I would like to pull the code.
