Giving it power can make it run, but you may want to use a pressure guage to see how well its working. To really test it, you can hook up a guage and tape it to the windshield and watch it while driving.
Car has been tore down for about 2 years. I have been doing the paint and the interior. I put the battery in it and it's not getting any fuel. It starts right up if I put fuel in TB. Car ran perfect when I parked it. Any help would be helpful. Thanks

Using a guage is the best way to test a fuel pump!
1990 was still an OBD1, with the 12 pin ALDL, MAKE sure you confirm the fuel pump pin, but on earlier OBD1s you can run a wire from the positive side of the battery to pin G, lower row on ALDL on the left side, should only be one pin there, that will bypass the fuel pump circuit and power up the pump (if it's still good).
You said you were working on the interior, did you remove any fuses?
No I didn' remove any fuses. I just put all new carpet it, new door panels, new door sills, and new radio bezel. I ran a hot wire to the ALDL and the pump didn't come on. When the car had been sitting for about a month, I heard a clicking coming from the passenger side of dash. So I unhooked the battery. I was thinking maybe the relay was bad but I should still be able to bypass and hear it run. I will get a new relay and pump and go from there. Thanks everyone.
