Default Paint question ....thoughts?

I have an 87 flame red Vette. Owned it about two months and love it. When I bought it, the seller said that the rear bumper had had some scratches on it so he had it painted. I confirmed that there was no under body damage. My question is when you look down on the horizontal part of the rear fender from about the passenger side corner of the hatch around to about over the license plate (this is NOT the bumper area) there appears to be flat bubbles/blisters in the paint, continuing around to the other side, the paint appears to be the correct color but the finish is rough, which I attribute to poor masking and overspray. When you push on the blisters they don't seem to move nor do they crack. What could this be? Could the repainting have caused the blistering? Is a repaint in my future? Do i need to take it down to bare glass and redo?

Sounds like poor preparation. Neither the front bumper nor back bumper are fiber glass, in fact the car isn't fiber glass, the body is SMC, hope I got that right, the bumpers are actually a plastic. Alot of guys have repaired/re-painted these. But the answer is almost yes, you'll need to sand it down at least to the primer, but be damn careful. You may locate a past post in the archives.

BTW, these type of posts are usually in the "general section".

Sand off the bad parts, epoxy primer, smc filler, epoxy primer, color coat, clear coat. The paint section here has everything you want to know and more. The first epoxy primer is optional or not needed under some circumstances or all circumstances, I can't remember.
