If you mean that oily trace at the top of the water in the radiator, yes. The hoses, depending on where they are made, can emit an oily substance with heat.
Also, if you have a water/oil cooler sanwiched under the oil filter, it can rust out, and leak water into the oil, and oil into the water.

I just had the head gasket done at the dealer two weeks ago. I took it to my regular mechanic because it was heating up. He said the rad fan motor was sticking so he changed it . When it was there he did a HC test on the radiator an came up with a reading on 12. Is it possible to have a reading like this and have no problem with the new head gasket. Not sure if I should go give hell to the dealer.

I'm not sure what a reading of 12 indicates, but if I had the dealer put new gaskets on and now I was concerned I'd certainly ask about it.
