MAT sensor bad...Open Loop Only???

MAT sensor bad...Open Loop Only???
OK, my Dad's vette has a service engine soon light on and my Auto-Xray says the MAT sensor is bad. The engine smells rich at all times. When I checked the engine while running and the engine hot the MAT sensor was reading -40 degrees (it was +41 outside) and the ECM was indicating the car was in open loop. Would a bad MAT sensor keep the car in open loop?
