Dash not working...

Dash not working...
Hi all, im im new user which is now the proud owner of a 87 Vette, but have a couple of problems and wonder if anyone can advise please.
Firstly the dash have suddenly stopped working or is just very dim. It done it the other day when having prolems with the battery then a friend replaced 2 fuses and it was fine. But after replacing battery today its not working again and/ or just very dim, any ideas please?
Also one of the headlights is sticking and wont pop up?

Don't know much of anything about the dash, but can you hear the motor running on the malfunctioning headlight? If so, it may be your plastic bushings have turned to dust and need to be replaced.
