The last time I looked into Agreed Value coverage, they said that you had to have a registered auto for each licensed person in your household in addition to the car that you are insurring. Is this still the case?

I work for Liberty Mutual/Safeco with us I do not think so, I would gie a call to your Independent agent. Like every one else revune is down so they are being more lienient. Check Hagerty They seems to have the best deal going.
Those nada values are really inflated . The chicago market is like 60% of what is listed.

Back on topic: I've looked into the classic car insurers and they all seem to severely limit the miles and use of the vehicle. Is it true that to get an Agreed Value you are limited to the type and amount of driving you can do?

It depends on the company with Liberty no but we are more expensive, hagerty claims as long as it is not your daily driver you are un limited on miles. Some companys will limit it if you list as a classic or antiquie. With liberty you can still have a agreed value, be a daliy driver and keep is as a passenger veh BUT it is more expensive.
The more you give up (miles coverage ect) the lower the cost

Hagerty and Grundy also restrict the use of the car. No errands or driving to work. No "daily drivers."
Try American collectors Ins. Only restrictions are reasonable milage limits. No restrictions such as where you can drive it. Lets be realistic here, you are not going to get cheap rates on "daily drivers".
Oh yeah, Hagerty's and Grundy also want a LOCKED garage. I believe if you read further, you're only allowed to drive the car to, from and in car club events and car shows. I paid twice as much as Hagerty's for agreed upon for my 1930 Model A Ford with State Farm. It's a whopping $30 a month for $12k. I have a little more on the Vette. Hagerty's and Grundy are cheap for a reason, the vehicles are almost never at any risk.
I got agreed value on my '85 for $15,000 through my regular carrier for no added premium. All I had to do was have the car appraised by a professional. No questions about locked garage, (it is) mileage or anything.
