Kind of cool this morning. The heater nor the air conditioner seems to blow out much air, seems to be the same amount at all of the settings. Checked the 10 amp fuse and it was ok. What should I check next?

Cleaning the A/C Evaporator Coils:
Here's how I did it on my 1992 LT1 Coupe:
1. Jack up the front of the car and removed the right front wheel
2. Remove the rear half of the fender well liner
3. Drain and remove the windshield washer reservoir, making sure to unplug the sensor
4. Unplug and remove the blower relay
5. Remove the cross brace that runs between the frame and firewall
6. Remove the blower assembly
7. Remove the heater hoses from the heater core, be prepared to lose a little coolant
8. Remove all the screws that attach the passenger side of the blower housing to the firewall
9. Remove the screws that hold the passenger half of the housing to the driver side half
10. Carefully split the housing at the evaporator split line, leave the monkey poopie in place
11. The air flow inlet side of the evaporator will be facing the passenger side
12. If it is like mine, it will be caked with an oily/tar dirt
13. Gently remove as much of the bulk as possible
14. Line the bottom of the evaporator coil with rags
15. Spray disk brake cleaner into the evaporator coils to remove the oil and grease
16. Try to have access to an air compressor so that you can vaporize as much cleaner as possible
17. The air flow outlet side of the evaporator will not be dirty. Don’t mess with it
18. Reverse the steps to re-assemble
Re-use the monkey poopie to seal the air around the evaporator inlet and outlet lines

Does your 89 have the automatic climate control? If so do a search on this forum, there is a problem with some resistor connections on a module on these cars that leads to some strange problems with the heater / ac. It may be on batee's sight, but there should be a bunch of posts on this subject!

If you can verify that the fan is running on high, then the airflow is being restricted by something, and that something will most likely be the evaporator. If on the other hand your blower doesn't even try to run on high ~ it is probably the resistors on the climate control board.
I copied this from an earlier post and saved it for future use. I did not write the material, and I am not trying to take credit for it.
Bad Resistors on Climate Control PC Board
Chances are your programmer needs fixing. It is an easy check. The programmer is located behind your gas pedal on the firewall. It is black in color, approx 4"x6" with one bolt connecting it to the wall. It has one electrical connector and a small rubber square of 5 different color vacuum lines attached. Remove the rubber connector (bolt in the middle of the hoses) the electrical connector, and the bolt from the firewall. Open the unit and you will see an electrical board. Remove it and turn it over. In the upper right hand corner of the board are two resistors. The board may be discolored where the resistors are. Check to see if they are properly connected to the board. The soldier should be shiny silver. If they are dull gray or broken, the connection is bad. If you are not good at soldiering, take the board to a TV repair shop and ask them to check the resistor, (I think 120 ohm). If they are good ask them to solder the connections (10 second job). If they replace the resistors (49 cents a piece at Radio Shack) it is a two-minute job. (It cost me a cup of coffee at the TV repair shop to fix the board, and I walked in cold).
I would recommend this fix first. To buy a new programmer is $300.00. The programmer is notorious for going bad - just the resistors.
You may have a problem with the temperature door actuator or the rod connector, but it is highly unlikely. Let me know how you made out.
Yes I am getting some air coming out. But its like the fan has only one setting which is low, and does not speed up, no matter how fast I want the air to come out. Your help is much appreciated.
