Default 700r4 down shift question

I have a 700r4 installed in my 84 Vette. The motor and trans were replaced about 4000 miles ago before I purchased it.
The trans does hold the power but it wont down shift like it should. If I am in OD and punch it I can get it down to third but it wont down shift to second. If I am in third and punch it I have had it down shift to second once.
I have adjusted the TV and believe it to be as close as I can get it. The TV wasn't right when I first got the car but it has been fixed, there wasn't enough travel due to the carb linkage but I fixed that.

If I use the gear selector and shift the car it shifts fine and holds the power, 1 - 2 shifts are sharp and shift as soon as I move the shifter to 2 but there is a pause between 2 - 3 and 3 - 4
Its not slipping it just doesn't shift as soon as you move the selector so you have to shift it a few seconds before you want it to change those gears.

The only time I have ever had a slipping issue was on the way to work one morning I had the TV cable come off, it started slipping driving away from a light but I let off of it and down shifted with the shifter. I hooked the cable back up and it hasn't done it again.

The torque converter isn't locking, I haven't looked into it yet. Because the car was converted over to a Carb I think it wasn't ever hooked up and will address that after I figure out my shifting issue.

Could this be the governor? Or sticking valve body?
I also noticed that shifting into N I sometimes still have forward momentum for a second or two before it goes out of gear.

The trans has had a performance rebuild on it about 2000 miles on it, I put about 500 miles on it after I got it. Warranty doesn't transfer with the car so I cant go back to them about it.
I have a lead on a used 700r4 for $250 the guy just wants it out of his garage and just wants what he has into it. But its and unknown and I hate to buy an unknown if this is something I can fix.

It is not so much enough travel as the correct travel. My vote is on the TV adjustment

Need TCC hooked up and working sooner rather than later.T700 only has full flow to the trans cooler when TCC engaged.

Hmm I had not heard that before, would explain my hot trans when I take it on the highway but I knew that was a big part of the issue. This is a 700r4 and I don't normally take it over 50 on the way to work.
Going to replace the TV cable and make sure its pulled all the way out when the gas peddle is on the floor. The current cable is an after market from China and I think it may be sticking.

It is more to do with getting the travel on the carb linkage in the same relationship it was on the TB. Not all the carb TV cable adapters are the same.

Thanks rodj I will take a look at your links.
This car was converted to a tunnel ram with 2 390 Holley's. The linkage is custom. When I got the car the spot the cable was hooked to didn't have enough travel. So I moved it out on the lever and according to the site I used it was right from the center line of the shaft to the attachment point. But what I think may be happening is the cable is not attached at the correct angle so the stroke isn't correct on the cable. Thats why I don't get a down shift unless I push the peddle to the floor. Going to get a different cable this week and try to get it installed Saturday if its nice out.

I will try to snap some pictures when I get off work to explain it better.

Also take into consideration the arc of travel of the Holley butterfly shaft may be different to that of the original TB.

OK so I have been thinking about this. It acts like there isn't enough travel but if I adjust it tighter it pulls the self adjuster.
So here is the spring

So with out the spring I shouldn't have any slop in the cable. I should have about 3/8 or so more travel.
All of the cables I have looked at don't have the shock spring so I think it was just the wrong one.
I will take a ride in a little while and see if it helped.

So far it has helped, the trans is kicking down now and the cable isn't self adjusting, this should hold me over until I can order a new cable with a lock nut instead of what I have now.
