Default Heating Problem Help

For my winter car, I have a Buick Park Avenue that is not heating...... The car is kicking out luke warm air, but nothing really hot.....

I have installed two thermostats (195 degree)..... The upper radiator hose is hot, and the lower one is luke warm.....

Any ideas why the car is not heating..... Help it is getting cold here in Nebraska.....

I had a similar problem with my daily driver. My problem was a vacuum leak that was causing the diverters in the dash to not operate properly. It's very hard to find the leak. The only mechanic that was able to find mine was Mr. Goodwrench at the dealer. Probably not the cheapest way to go but I have not had a problem since.
