Replacment ECMs....will they work without being flashed?

Replacment ECMs....will they work without being flashed?
Tried to get my replacement ECM flashed at the stealership yesterday. They told me they needed the car...okay...it runs fine.....has the hot problem...but fine until then.
So I take the car and new ECM. Get there and they tell me its $105 to flash the ECM and $105 to put it into the car. So I say just flash the new ECM.....can't do...have to have it in the car....I said I do not think it will run without being flashed....service rep just said....$210 plus....I say Nope and drive away.
So.....how is it I can send the ECM out to be flashed and they do not need the car...just the VIN...which makes sense to me.
Could I have installed the replacement ECM and the engine start?
I do not want to try as I do NOT want to burn-out the replacement ECM.
