Default Super RICH and been through the posts

I had to put that I have been through the posts before I asked for help, but, I'm just not there yet..... I have a 84 vette with a 90 model speed density and TPI. I bought this car with this setup not knowing who made these mods. I have a constant rich condition and I know that the Eprom has been programmed for the car has not a single EGR piece on it and the ECM never generates a code. DataMaster shows that it's rich and the )2 sensor reaches about 900mv before closed loop. When in closed loop, the O2 voltage is all over the place ranging form 4mv to 870mv. I have replaced the following:
-Fuel Pump
-Fuel Filter
-Regulator
-O2 Sensor-twice, TPS, IAC
-Distibutor, Dist rotor, cap, coil, and dist module
-MAP Sensor
-EST Sensor
-plugs and wires
I have verified the Fuel Pressure at 39# and held the pressure for well over an hour. I am at a loss and the only thing I can think of is maybe the Eprom was programmed to make the injectors "fat". Is this possible or is there something else I am missing? I'm out of ideas

where is the o2 located?
