Can a x pipe work on a 1991 vette L98 engine?

An x-pipe can work on any engine.

Making it fit and such is another story, but it can be done with the right x-pipe.

I don't believe it will work with your stock exhaust. You need duals.

On my car I had a Hooker front y-pipe, stock center cat (hollowed) and a Borla rear y-pipe. A local exhaust shop cut out the center cat welded a Magnaflow x-pipe to the to the front and rear y-pipes using some SS tubing.

They work beautifully, and your engine will love you when it's able to breathe....

It will work fine. No retune needed. You'll like the results.
