Default Trim Panel Delamination

Not sure if there's anyone--other than GM tech support--that can answer this. I've been trying to get an response elsewhere to no avail but here goes...

On my 1990 coupe, there are large trim panels the run along the transmission tunnel on both sides. On the driver's side, the panel is coming apart. At the top, the side with the carpet is pulling away from the side that faces the console carrier assembly.

Looking into the area that's splitting apart, there's what appears to be a clear cement material that was used to bond the two pieces together but apparently not enough was used at the top of the trim panel so there's now a gap between the two parts and it's getting wider with time as the two pieces continue to split apart.

The question is: what kind of cement is used to hold these two parts together and can the part be repaired in the field? Or do I have to find a wrecked car and salvage the part?

I'd like to repair what's on the car if possible and any info is most appreciated.
