1994 C4 Won't Start
The cable going to the throttle body controls the amount of air into the engine, not fuel. The computer (ECM) does this. If this cable is loose, then something is wrong...could be the ARS.
The IAC controls the idle air volume. So if it is not working, then it will not start.
I suggest to start with the IAC, remove it, clean it and the passage way, push the tip in just a bit, re-install and try again to start.
There are several things that will need to be checked in troubleshooting. If you do not have a service manual...get one...they are invaluable.

Could you provide some history on the car (i.e. which engine, mileage, recent engine work, how long has the problem occured, any symptoms before it started this current problem)...
