Default need help identifing material/coating on Targa

hey all i needs some assistance. I have contacted GM parts to try and figure this out and maybee its because i dont know what to call it that i am making it more difficult.
i have a 96 CE with the removable top and on the driver side there is a metal piece that is located in the front of the top where the the top meets the windshield. The Piece is coated in some sort of black sealent but the driver side this protectant is gone. i am trying to either re coat or find the replacement part.
can anybody tell me what this is and how to fix it. I also notice that the seal is coming off the windshield pillar as well.

The coating it paint.

It looks bad but a can of Krylon will fix it. Wipe it with Isopropyl Alcohol and mask all around it. Hit it with some flat black paint.

The weather strip in the smaller circle will have to be replaced.

thanks for the input... The smaller box is not weather stripping. its a metal rail coated with the black material as well. Is it really only paint because it seem like a thicker material.

I appreciate your input

It is called a "Weatherstrip Protector". Wilcox sells them. Part #22484 for driver's side. Part #22485 for passenger side.
