Default '92 Brake issues.

So some of the old timers here may remember me from back in the day. I have a '92 that has sat in storage for 3 years (eek!). Just pulled her out of the garage yesterday- she started right up, and seems to be running well.

One issue I have noticed (and had noticed just before she went into storage) is that the breaks had become quite "mushy". You really have to push the pedal all the way to the floor. The brakes seem to be quite a bit more effective at speed- its when I am going under 10, that I seem to really have to mash them to come to a complete stop. When this problem cropped up a few years ago, I bled the brake lines, as well as replaced the brake booster, neither of which was effective.

One idea I had read about was to remove the ABS fuse, and see if it is something in the ABS system that is causing the mushiness. My other two thoughts are new pads and a new master cylinder. So, my questions are:

1- where is the ABS fuse?
2- Any other ideas? What steps should I take next?

My wife and I are moving in a couple of weeks, and I'd prefer to have these brakes working by then.

Apply light pressure to the brake pedal. If it slowly sinks, the master cylinder is bad. Be sure to completely bleed the system after replacing it.

Nope. Pedal stays firm.

Now I am suspecting my brake pads and/or rotors might be shot (at least the rears). I put the parking brake on, and while the car doesn't move under idle, the tiniest amount of throttle gets the car moving very easily. I am guessing this typically shouldn't be the case- with the emergency brake on, there should be some significant resistance to rolling. Thoughts?
