I'm pretty sure they're metric. Why not re-use the ones that are on it now? I'm sure some purists will give you reasons to buy new bolts, but I've never had any trouble with re-using them. If they're damaged that's another story.
My 85 didn't come factory equipped with a mini-starter but the later year Vettes did. I replaced mine with a mini and used the original bolts. I had to use some washers because the mini starter base is thinner, but it seems to be working fine. Mine also had a space between the starter and the flywheel dust pan (the flat one) which I had to fill in. Hardest part of the whole job was taking the old starter off, but it was worth it.

Reason: additional info
Thanks for the inform, 89 has factory ACdelco smaller (mini) starter, I just pick up a new starter (look like ACdelco starter) and don't come with any bolts. I know 89 vette motor used metric and SAE bolt for engine. Before removed the old starter, I want to pick up new bolts, I need to know the size of two bolts fasten from starter to engine is MM or SAE .
According to Corvette Central, they used the same starter bolts from 63 to 96, which would not be metric. You might check into that a little further, though.
