No flow from power steering pump during flush

Default No flow from power steering pump during flush

I have an 89 and I was doing a power steering flush. I jacked the car up, pulled the top line off the power steering reservoir and stuck a funnel under it into a water bottle. I sucked out as much fluid out of the reservoir as I could, plugged the top port, and filled with Valvoline Synpower.

I removed the belt and turned the power steering pump pulley like I've seen mentioned and in the 101 project book, and no fluid came out that upper hose.

So, I turned the steering wheel lock to lock to do the flush. I messed around with the power steering pump pulley later on but didn't really get anything out. I did push the hose down and was able to get some drops out, but not really much.

Ever since I've had it, the steering has been real stiff compared to the old Firebird. But everything else steering wise seemed fine. Nothing funny when I turn the wheel, and no noises.

So, does this mean the pump is bad? I have read of the pressure relief valve can back out lowering the pump pressure? How do I check this?
