Default 1990 Horn Connector

I started to change my horn connector in my steering column. I was using instructions I found in this forum, which were great by the way. I am down to the steering lock and I can not get it off the steering shaft. It will not pull off. Any suggestions??

If your talking about the lockplate, you have to push it down to remove the snapring. Their is a special tool for that task.

Any idea what it's called or if it can be rented anywhere?
