Car was running ok. It would die in idle once in a while. Yesterday, it wouldn't crank. Everything seemed ok. Security light did not come on. Crank it but it wouldn't crank. Smoke seemed to come out of the radio area. Starter relay was replaced but that was not the answer. Nothing seemed wrong with the Neutral Safety Switch.
From the location, only one thing remains. The CCM. Is there a way to test it before I have to replace it?

The CCM isn't involved with the starter motor circuit. You have a VATS problem. Use the search function, there is a ton of info on VATS. I have typed the test procedure more than 380 times.

At least the OP does have his profile filled out and on his 91 the CCM is very much a part of the starter motor circuit.
It is possible to pull codes from the CCM, but I am not sure it will identify the problem if it went up in smoke. See this link, then scroll down to Sequenced Code Recovery 1990-1993. As always retrieving codes is just a starting point for diagnosis, you will need the correct FSM to isolate the problem,

Verify you have a fully charged battery and cable connections are clean and tight at the battery and starter terminals. The starter and charging system diagnosis section of FSM book two says to follow the procedure in chart #1 if no codes are present in the CCM.

Battery is fully charged and I took off the cables and re-attached them.
Still I wonder why there was smoke from the radio when I started to crank it. I will have to take out the CCM and see if it smells bad.
Well, after trying to remove the CCM, I gave up and called Gordon Killbrew. He gave me the weirdest idea. Follow the yellow wire from the Neutral Safety Switch. WTF!!! NFW in hell. Oh well, I'll go take a look. Sure enough the yellow wire was burnt and smoked with me twitching the key. Guess I will have to reinstall the CCM brackets and put it back together after I fix it. Best $20 I spent in a long time.
CCM was good. That was a MAJOR relief since you can't get a CCM except to give them yours for a rebuild. Relay was fine after all. Only the wire was FUBAR. Actually, FUBAR doesn't begin to describe it even

Pretty much every year can be affected either when owned by or fixed by some numb nuts. I mean, can't you use some common sense and NOT fix it with 3 out of 4 wires made from the same spool?
