Default 1984 fuel problem

My car is not getting fuel to the engine. Fuses good and I replaced the pump and filter. Not getting 12 volts to the pump relay connector. Where do I go from here? Please describe location of any parts you have me check. Thanks!

You should have 12v from the battery on the E terminal of the connector. If not check the fusible links.

Paul,
Thank you for taking the time to respond. I got a wiring diagram for the fuel pump circuit on line. The power source for the relay was the battery. The relay is a switch leg providing power to the pump from the ECM when the key is turned on. It was not getting 12v all the time on the orange wire. The power the previous owner had rigged was a screw spade tucked in between the positive battery connection terminal. It must have worked loose. The meter showed 10v with the key off and 4v at the relay with it on. I changed the wire and fused the circuit and everything works fine.
