Long & short of this story is my 86 is failing NY state emmisions inspection. my co level is high, my friend seems to think cats, but he's saying the pre-cats up front. I am hoping that it would the big cat in back that will clean up my situation.
any help would be appreciated.

If your CO level is too high, that means it's running too rich for whatever reason. CO is a direct relation to air/fuel ratio. It could be something as simple as a dirty air filter, or bad 02 sensor. Is your check engine light on?
High NOX levels would indicate a possible bad EGR valve/system

Guys, I gave you a bit of bad information, I was looking at the report and it is HC that I failed for, almost twice over the limit. although CO was only a point or 2 away from failing. Year before last I failed for NOx, which was a bad EGR.
i Also had a bad soleniod in the AIR system which i repaired.
last year I passed.
High HC means you have unburned fuel in the exhaust. Could be from running too rich, a lean miss, or bad ignition component(s) (plugs, wires, cap, rotor, and/or coil).
A good catalytic converter will still clean up high HC to an extent.
How's the car running otherwise? Do you notice any misfiring at idle of part throttle?
