It is a large metal plate behind the waterpump pulley. GM put it on to dampen the A/C compressor when it started and stopped. Our resident Guru Gordon Killebrew says it doesn't hurt to take it off and it is worth some HP. The amount is in question but every little bit helps.

It's to dappen compressor vibrations, and yes it can be removed but some vibrations may be felt there was a bulletin in 87 were they used a real heavy dampener to remove the dampener on 4+3 cars and install additional altenator braces to help reduce vibration problems with the dampener removed, the proble was that when the O/D kicked in you would get a belt chirp because the engine slowed down faster then the water pump pully could with the dampener on, but it is there for vibration dampening, was not a problem with the old Delco compressor.
