I suspect you can... only if the main one is hot enough.
the pre's were put in because they light off faster than the main. closer to the exhaust manifold.
The bigger question - how **** are the inspections in Sweden? Will they dig under the car and ask where the precats are? or don't they really care as long as the numbers are good?
If it is the latter, you should be ok. just make sure you drive it a good distance to warm everything up!!!!

if you eliminate the precats, you might want to think about a hi-flow Carsound or Random Tech cat

Walker/Dynomax has a cat less Y-pipe and cat that is 49 state EPA certified. New converter technology is way beyond that which was available in the 80's. I guess you could find out if your countrys laws are simular to the US Federal or the California rules.

Replace the front Y with a mandrel bent 2 1/2" unit to help flow.
Random Tech makes a 3-stage cat to replace the pre-cats and stock cat functions.
While you're at it pull the stock exhaust maniflods and clean em up inside.
