A friend just bought a set of LED tail lights for his '95 coupe. As I understand he needs to replace the turn signal flasher which is located behind the DIC with a flasher for the emergency flashers. Is this correct?

Unless his LED tail lamp set came with resistors already installed for the LED's, he will need an electronic flasher for the turn signals. LED's generate very little current resistance so the mechanical turn signal flasher unit will probably not work at all or the lights will flash very flash. The electronic flasher will flash at a set rate with no real regard for resistance in the circuit.
The hazard flasher "should" be OK as it is for that purpose.
