well i have owned a 4l60e that had a 4000 stall and 3.23 gears and some how i could shift it correctly. so i don't understand how you are having such an issue.
Going to build it with a manual valve body? Then you don't need to worry about the vacume kickdown and such. For drag racing I'd use a reverse pattern manual valve body. It won't provide you any engine braking tho when lifting so not good for autocross or road racing.
Hey TCI makes a manual VB with and without engine braking.
For fast shifting you can use an electronic or CO2 air shifter with RPM switch.
As Pete K noted earlier, PATC have a 2.84 1st gear conversion for the T700 that is showing .2-.3 ET improvement with the gear swap only due to less rpm drop on the 1 - 2 shift. The reduced 1st gear ratio also helps with spin off the line in high Hp apps
I use a 4L60E with a 4.33 rearend. Talk about a quick shift. Launches are 1.40 60' and very consistant 10.60 runs. Because it is computer controlled, I just leave the shifter in drive and let the car win the race.

You may want to start a new thread on that, so you may get more responses.
But I suspect the 400 will require alot more mods to make fit. For openers, how close is the length to the orig. transmission. Will exhaust clear the transmission? Again, I have no experience with that conversion, but I do suspect alot more work then would be with the 350 transmission.

I believe you will be on your own there , not a popular swap so doubt you will find a kit.
Several have done it in the past ; short shaft TH400 is shorter than T700 .28 3/8 " vs 29 7/8" for Vette T700
