May be something really simple: The hard line from the AC compressor to the evaporator has two pressure switches, one for low pressure and one for high pressure. When the system pressure gets too high, both fans come on to bring the system pressure down. On a correctly operating system, just disconnecting the high pressure switch connector will turn the fans on. Seems to me that MA and Ecklers used to sell a manual switch kit that connected into the high side switch so the driver could turn the fans on any time the AC was not running.
So check around the high side pressure switch to see if some extra wiring has been cobbled into the harness. Or the high side switch may have failed - I think it's a normally closed switch.
BTW, this is all from memory - I have a pair of 91s but the 94 probably operates the same.
and the 94' has a PCM and I'm guessing the temp switch is what tells the PCM what temp the coolant is at?? but apparently there's more then one coolant temp sensor so idk
