Yes cats do a great job cleaning up the exhaust emissions but they have to get hot before they are really effective. My Tacoma has a secondary air injection system that pumps fresh air into the exhaust manifold on cold start, and of course it has a cat as well... even with everything in great condition the exhaust still smells like unburned fuel for the first 30-45 seconds of operation. Our older sports cars will take even longer for the cats to heat up. My 1995 Vette is all stock in great shape and the exhaust smells even worse than the Tacoma on cold start. But once it warms up, it does not smell at all. So if you insist on cold starting and idling this older car inside the garage, you should open the big door and get a fan, or find some other way of dealing with the fumes.

Sorry, unless the cats have lost their efficiency, you have a rich running issue, Whether it's bad cats or leaky injectors. This can be determined using a scan tool to monitor O2 sensors, block learn, etc. Your exhaust shouldn't smell that bad. How many miles?
