That could easily be the fuse. It's located in front of the drivers side wheel well. It's in a 1 in. by 1/2 in. black connector, just above the electric air pump. It may be attached to the side marker light with a clip. When you pull the connector out of the little box, the fuse will come out with it.
Before I changed the opti I would change the coil and ICM. Either way can't hurt to change them and it's a cheap and easy job. Changing the coil takes about 30 mins if you run into trouble and is only about 30 dollars, ICM takes about 5 mins to change but runs about 100 dollars. The opti however if you have it done is about a 700 to 1000 dollar job and a ton of work if you do it yourself.

UPDATE:
This is definitely not an ignition problem. Here is what I've noticed:
These problems (rough idle, hesitates more as load increases) only occur when oil pressure is high and the coolant temp is below 185. My cousin seems to think it's the MAF sensor. Any thoughts?
Unplug the wire at the maf and it should run just fine but it would not accelerate.I had a hair line crack on mine and it was the problem you discribed.I also had a similar problem and I have replaced the coil 3 times.YOu have a 94 the ecm doesn't go bad ,it is so rare it is like pulling hens teeth.Your computer is the first year of a learn computer. The map sensor will also cause a problem like this and it is on the passerner side under the plastic piece at the front of the intake. Also check the 3 way vaccum thing near the map ,that always breaks and causes a vaccum leak.

So how can I test each of these things to determine which to replace?
First pull off the plastic engine cover on the pass side and see if the vaccum black piece is leaking air or use carb spray and the rpm's should go up.When it is dark out side look at the coil and see when the engine is running see if you see a light blue spark around the coil metal piece that is around the coil.

Ok, so that's to check the MAP and vac lines, how do I check the MAF?
