I take off the IAC and reset the pintle to under 1 1/8" and the car will run fine for 3-9 days and then the car will start idling high.
Also, the car starts and idles high(13-1500) and will settle down and it does this EVERY time.

Is this a sign of a bad IAC or is my ECM going or gone bad?

This is on my 92, 100k miles. The IAC and Throttle position sensor are less than 2 yrs old.
One note, when I hooked up Datamaster, the ECM says it was setting the IAC to 117, which is WAY high and then it disconnected for a second and when Datamaster connected again it showed 0.
Not sure how good Datamaster works w/92 ECM's.

The Throttle body has new gaskets and I cannot find a air leak, yes I know that doesn't mean I don't have one.

Have you tried adjusting the TB so that it sees about 20 counts and then checking what the TPS is? I use that method for my 91 and it works perfectly. In my 91, you have to make sure the timing is spot on and do the IAC next and then adjust the TPS. Not sure if your TPS is adjustable.

Every time I make an adjustment, I rev the motor up and see what it settles at. Make sure all accessories are off and the engine is at closed loop when you do this.
