High idle at startup

High idle at startup
When I start the car it shoots up to 12-1600 rpms and then starts dropping to normal after a couple of seconds.
does not matter if car is hot or cold.
anybody figure out what causes this problem?
IAC and TPS are working right, TPS is .55 and the IAC is set properly.
