Low air flow output from vents

Low air flow output from vents
Hello all,
My air conditioning and heat output from the vents varies. With the blower on full speed, it seems like there something that is opening and closing at will and not letting full air through at all times.
My air conditioning lines are VERY cold under the hood and is making good condensation.
Do I have a vaccum leak in the dash somewhere perhaps?

You might take a look at your vacuum connection T-valve next to the distributor the bottom line feeds vacuum to the AC from the bottom port. The line that runs into the car is a hard plastic and can get brittle and break its the bottom line on the valve the line is taped into the loom along fire wall. The vacuum is supplied from the plenum passenger side connection to the valve.
