you have to hold the rod/shaft still with an allen wrench and tighten the nut
with an open end wrench. I tightened mine until the rubber was the same diameter as the metal washer.

Did you cut holes in the top of the fender cavity to get the Allen wrench in???

I just installed new shocks on my 84 and on my 85. The 85 already had the holes to put the allen wrench in, but the 84 didn't. Fortunately for me I was intalling KYB shocks on the 84 and was able to hold the top of the stud with a 1/4" wrench. I guess you could drill some holes if need be.
