If it is the way I "think"......I've looked at mine but never adjusted....but there should be a hole in your Rotor hub area. This hole is access to a "star" adjuster......you have old style drum brake "shoes" inside the Rotor Hub....these inside drum "Shoes" need to be adjusted outward.
The Star adjuster basically moves two threaded post outwards moving your brake shoes closer to the I.D of the hub
Rotate the rotor and using a flashlight look for that star wheel. Use a thick screwdriver to turn it......if you turn it too far in the wrong direction you get nothing......if you turn it too far in the right direction the rotor won't spin. It's your job to get it close without it dragging on the rotor...then you'll have E-brake
But then again....I'm just guessing this is the way it is.

I have a 1996. Brakes after 1988 do not have drums.
