Spindle Arm Mount (Direction)???

Spindle Arm Mount (Direction)???
Can anyone tell me which side (pic 1 or 2) faces out? Each has one side that says, "outboard". However, when I look in the FSM it show that side aiming in. Someone Please give me directions... Thanks...
EDIT: These mount on the front of the rear wheel well...

Forgot to mention. It's an 88/HD suspension... Once again, is pic 1 or 2 the way these should be insalled on the vehical?
