This is specific to the horn itself, not the relay or switches or wiring. And it refers to my 1996 although I would assume most horns would be similar.
If you have a horn or horns that makes no sound or little sound with 12 vdc applied, try this before you do anything else.
After removing the horn from the vehicle, remove the adjustment screw from the bracket side completely. Spray some WD40 or similar in there. Put the screw back in. Now hold it with the bracket side down and rap on it in an upward direction with a wooden or plastic hammer. Do this a few times.
If the problem was light rust or corrosion making it difficult for the speaker cone to move, it should now work.
thanks for the tip, I have two un working horn's (very little sound then it blows the fuse), I pull one horn off and when you shake it sounds like maracas, thinking the horns are just bad, were can I buy new ones? can i use any horn?

Sounds like you have the South American horn option. They only work when listening to Samba music!
Yeah, blowing the fuse is not good. There's a short somewhere. It would be a good idea to do some testing first. I would suggest unplugging both horns and seeing if this stops the fuse blowing. If the problem is not in the horn itself, it will still blow the fuse.
Any old horn can be made to work, but you won't get the exact fit of an OEM horn. Probably have to lose the wire connector too and put spade terminals on.
It sure would be nice to be able to find a pair of horns that could actually be heard outside the car by some idiot in their suv with the windows rolled up yacking on the phone and drifting into your lane
