I noticed when my car was ideling for a while in my driveway the coolant temp got up to about 220 - 223 degrees, is this normal? And should the fans have kicked on. That seemed really high to me. At what temperature should the fans turn on?

I have been looking through my owners manuel and no where in there does it say when the fan should kick on. I don't get any low coolant lights or anything.

The main fan kicks on at 228. I'm not sure when or how the aux fan kicks on. Also, its possible to lower the temperature of this engine a great deal. My fan is now set to kick on at 180, and the engine never gets above 185. I also have a thermostat that opens at 160, and the computer has been reprogrammed to turn the fan on at 180, as mentioned above.

A Hypertach would do it, but the computer can also be reprogrammed. Read the ECM/PCM section to learn more. I do not know the specifics. There is also a way to make a manual switch for your fan to go on specific for a 96 which has OBDII. Some detalis were posted a few months ago here. It also involves the use of a relay. FrankLT4CE

90vette-A cheap way to turn your fan on is to engage your A/C pump. You can install a thermal switch that will turn your fans on at 180 degree. I install a Hyper Tech 160-degree thermostat and a thermal switch. My C3 runs cool. First I replaced the PCM coolant-sending unit (located on the water pump) with a 3 wire dual purpose-sending unit which includes both the PCM and gauge senders in one unit. The reason I did this is because the sending unit for the gauge doesn't (located in the cylinder head) give accurate reading due to the reverse flow coolant. When I compared the reading from my X-Ray PCM reader, the PCM coolant temperature always read higher than the Temperature gauge. With this new sensor, the temperature reading has been very stable and gives a realistic reading.
