Drill a hole in each corner, big enough for a jigsaw medium metal cutting blade to slip into. Cut the screen out with a jigsaw and touch up with some sandpaper and paint it. I would use a jigsaw over the dremel, much quicker and cuts a straighter line.
Just finished cutting mine out a week ago. I scribed a line just outside of the vent louvers and using a dremel tool and about six cutting disc cut the centerout. Straightened the cuts with rough and medium grade files. A little bit of touch up paint and it looks like OEM. Whole project took about an hour. How much you actually open it up is personal preference, the more the better. I left about a half inch. Good luck.

I agree I did mine with a jigsaw, cut like butter, straight lines....then painted it.
Remove lid, draw line around the louvers where you want the cut, turn on plasma cutter, cut out center (20-30 seconds), spray black spray paint on cut, re-install. total time 10 mins. :jester
I personally am not bothering cutting the one on my 95 open... it has quite a large are thats already open... just replaced dropped in a K&N and off we went.
Dont even bother to cut it. All ya have to do is take 4 screws and put them though the outside rubber of the filter and into the housing 1 on top and bottom and 1 on each side mines been like that for 2 years. When you clean it unscrew it clean and back in again. 5 min job save the aggravation and dont buy that 60 dollar lid. :yesnod:
