I remember in 1997 I went to the GM dealer to buy a brand new LT4 and the price was $7,000. If these people that build $300,000 race cars say the LT4 heads are 63cc then....they are 63cc.

I personally cc'd the one combustion chamber on the 96 LT1 Vette heads I removed from my son's car last summer after a head swap. They measured 54 ccs.
