Default 96 Fuel Filter Replacement

What is the procedure for releasing fuel pressure released prior to fuel filter replacement?

Also, I notice that my fuel filter has something blue around the pipe nut, is this likely lock-tight? If so, is that the proper method of sealing the connection?

A fuel pressure test gauge with discharge tube works well. So does starting the engine and pulling the fuel pump fuse.

I would bet it is RTV not blue lock-tite

No. The proper method is the use of viton orings.

As the OP said, pull the fuse and run the engine. It will start and die several times after that. Remove the fuel cap. Take a nail and a shop rag to the fuel schrader valve on top of the motor behind the fuel rail. Release the pressure from the schrader valve)like letting air out from a tire) and catch about a 1/8 cup of fuel into the rag and discard. That's it. I clamped off my fuel lines under the filler cover with vise-grips too. This way when I removed the lower return line, it wouldn't siphon what was left in my tank all over the garage floor.
